Glaugust Challenge 3: perpetual motion

Here's a problem-causing perpetual motion machine. It's a circle of cylinders bound by a ring, moving up and down as it spins like a circular wave. No one really knows how it works but it is just in the middle of a field somewhere wherever would be most inconvenient for your setting specifically, though a town or a dungeon has perhaps been built around it.

The Ring creates energy, about as much as a huge power plant might use. Creates it from nothing, bit by bit, radiating it into the world and the universe beyond. No cost, no fuss. You can use it to recharge anything. Spell slots, one-use enchanted objects, a nuclear submarine. Could a fusion power plant recharge it? If it were also magic? Then yeah.

The problem is of course that everyone is constantly fighting over the damn thing. If not through actual violence then through some of the most vicious and uncompromising reservations and queues one can imagine. Who manages it (if its even being managed)?

1. Bureaucratic monk order that harvests karma from the zen flow state of managing innumerable forms and quotas

2. Sphinx council (solve increasingly complex riddles for access)

3. One guy time looped thousands of times

4. An army from the future seeking to preserve the structure and thus their own survival at the end of time

5. God himself (it belongs in Heaven but he dropped it down there and its become so important to so much going on it is better to just leave it be so long as you don't like really mess with it) 

6. Advanced aliens who pulled a deliberate Roadside Picnic stunt and now are, like, trying really hard to keep everyone fighting over and using it so its esoteric emissions stay low enough that the space police don't notice it and fine them

Problems:

1. The current occupants made it load-bearing to their entire economy. Disrupting it to siphon off power for the thing you want will cause a new Great Depression

2. Some mold that feeds off of kinetic energy got on it and its now a Creeper World situation

3. It rolled onto a fault line and is now generating infinite earthquakes, the mile around it is like quicksand

4. Actually a small component of a much larger machine, fixing it up makes it give more energy. People are finding artifacts around the world to slap onto it, if it is completed it turns into a gigantic machine that tries to conquer the world. Its been using its perpetual energy to tempt people into reviving it.

5. It got tilted onto it's side in a stable configuration and is now rolling in a line across the world. You can still harvest energy but only after dealing with a mad max moving car city that surrounds it, and avoiding getting crushed.

6. It was pulled out of the dream dimension, actually. The effects only work because everyone believes they do. Someone has printed a certain amount of papers conclusively proving its non-existence, and if it makes it into the consensus the golden goose gets slaughtered. For each one you turn in, you get a chance to charge something. But they can't be allowed to spread either, and provided you turn in the contagion any nastiness you do to get it and contain it will be overlooked...
